An Osun state based civil society group, Peoples’ Advocates has faulted Governor Ademola Adeleke’s new Transport Management System, TMS.

The group in a press statement signed by its chairman, Barr. Bayo Alade obtained by Blaze Newz observed that the new Transport Management System, TMS, violated Nigeria’s 1999 Constitution.

Blaze Newz recalls that on 9th of January, Governor Adeleke approved the kick-starting of a new transport management system for Osun state, with triple objectives of securing the motor parks, jobs creation and increasing the state’s Internally Generated Revenue.

The group, however, berated the TMS introduction saying “As noble as this policy and its objectives appear; we are of the view that it clearly violates the letters and spirit of the Constitution of the Federal Republic of Nigeria.

“The 1999 Constitution in the 4th Schedule expressly provides that the creation and management of motor parks is exclusively the responsibility of the local governments in Nigeria.

“Therefore, the introduction of the new transport management system without involving the local government is an attempt by the state government to usurp the duties of the local governments, and is a clear violation of the constitution.

The group who condemned the TMS in Osun maintained that it was “simply undemocratic and reminds us of our not too long dark days of military rule and decrees.

“Against the provision of the constitution in chapter 4 that guarantees freedom of association, the introduction of the new system means the proscription of all the transport unions (the National Union of Road Transport Workers (NURTW), Road Transport Employee Association of Nigeria (RTEAN) Osun State Commercial Motorcycle Owners and Riders Union (OSCOMORUN) OSCOMORUN EXPRESS, Tricycle Operators Association of Nigeria (TOAN) Motor Cycle Transport Union of Nigeria (MTUN), to mention but a few.

Governor Adeleke led government was urged to as a matter of necessity look into the TMS in protection of the interest of the transportation unions existing in Osun.
